Last I've heard that Pacquiao has basically agreed to everything Mayweather asked for testing. Mayweather next excuse that he wanted a break from boxing.
I could be wrong though.
I really think Mayweather has too much pride to suffer a loss on his record, rather than get a huge pay cheque.
