Yes, someone is paying them to do that. So how does that make them irrelevant? Because you don't want the mail? That makes them irrelevant for YOU.
Mail service isn't going away.
Adaptation to parcel services and other services is probably a necessity for Canada Post much like it has been for the USPS. We haven't hired anyone in 4 years and the employment numbers continue to plunge along with the mail volume. There IS a bottom, however, and postal services still provide exceptional value for a service that nobody else can provide.
USPS blows UPS and FedEx out of the water on next day delivery as well. It is much, much more affordable and we remain competitive until you have to start referring to the deliverables as freight.
There is no doubt the industry is changing, but at its base, it is still amazing that I can send a letter to Table5 in NYC (hope he's still there!) for 44 cents and it will be there be Friday. Who else can do that?
I can send a crappy Christian Prophecy book (or as he called it, The Book of Doom) to To Be Quite Honest in Calgary for a couple of bucks and he has it in a week.
I can send Thor a letter in Iceland for less than $1.
