While I don't agree with the actions of the people involved, I was at the Lincoln memorial today and was annoyed by people talking loudly (wish someone would have body slammed the fat sow and her off spring running rampant around the memorial actually), let alone dancing, I don't see anything there that necessitates people being thrown to the ground and cuffed. That said, it's a very short clip, so there may well have been numerous attempts to have the situation end without any arrests at all.
