The permits are a good idea but unfortunately with a 6 mile track it is still mostly on the honor system. We had three cars that had no problem getting to an employees house wreckage to go through his stuff today. No one questioned us and in fact we never even saw an officer of any sort in the area we were in. Now it would have been fine as we were pre-cleared last night thanks to a retired Joplin fire department lieutenant but you can still essentially go in and out at will.
But the Phelps will want to be in a high profile area like the Range Line road Home Depot and Walmart site and they won't get anywhere near that. Doubly so with the president in town as the place will also be crawling with secret service and other security personnel. Hopefully the media also shuns them.
edit: Joplin Globe reporting that due to long lines, high demand and growing anger the permit program has been suspended.
