FYI your phone won't work with Wind. Or rather it will, but you will always be roaming since their network is 3G only and they use a different frequency than Rogers for 3G.
As for the phone subsidies that SuperMatt mentions, they do have the WindTab plan. Also keep in mind that the three telecoms mark up their no contract price to make it seem like a really great deal if you sign a 3 year contract. Just check out the difference in prices between their pay as you go phones and the no contract price on the same phone.
