Burris has to struggle extremely (and not his perpetual detractors definition of struggling) for there to be any chance of him not playing the next few seasons here after this one, and that includes being protected in the expansion draft in 12 months+.
Tate is 26. he's shown good enough composure to be a future starter in the CFL. This year we'll be seeing a lot of Tate imo. Hank is a regular season QB, he keeps failing when it counts in the playoffs (except in 08, he avoided making mistakes and Labinjo and Co. made the plays).

I would say Stamps will likely protect Tate knowing Burris will likely not move to play on an expansion team. If Ottawa selects him, the Stamps can re-acquire for a neg list player or something. His cost won't be much at 36, 37 years old.

When you have the likes of Lewis, Rambo, Bryant, Reynolds etc, you just have to make smart plays and get them the ball. Especially for a young guy, he'd have a lot of targets.
