What you need is a bung wrench. Yup, that's a real thing.
Actually, you don't need one, you should be able to open it with a regular wrench, just stick one end next to the one part sticking up, lay the wrench across the bung so it cathches the other one, push down and turn, or get a pair of plyers, spread them out between the two parts sticking up, and turn.
If it's really on there, or rusted it can be pretty tough though, and then you really will need a bung wrench.
