First US overseas bases are not, legally, the same as US soil or US embassies, they are part of the territory of the country they are in and that countries laws apply, if a US soldier kills someone in a US base in the UK the British Police are brought in and investigate, there are curtousy agreements where some crimes and situations are dealt with by the US authorities, but this intirely at the discretion of the country involved, not the US.
The issue of McCains natural born status is still unclear, it is actually quite possible that he isn't a 'natural born citizan' but being white no one has really wanted to make a big deal about it.

The fact that McCain's natural born status was questioned suggests that it isn't universally accepted that a child born on foreign soil can be called natural born. Also, a resolution in the Senate is a big deal. I don't believe the Senate ever discussed Obama's status. Apparently that would have been racist.
