oh where I live is a big part of it, like you said its easier not to drive in bigger cities but I live in a city of approximately 90k and its a huge issue. I would think its like that in other smaller cities with less developed public transport as well. I've never been to Chiliwack myself but if public transport is as bad as Lethbridge it will be seen by many as a character flaw
