I think that the argument is that if you give people the opportunity to walk in front of a train, someone will take it. Personally, I have always thought that the lights and bells were enough, and those stations (Banff Trail, Lions Park 39th Avenue, etc.) must be substantially cheaper than building stairs, elevators, and bridges.
