If you look at the Conservative party platform on the environmental areas, they don't even discuss Cap and Trade as an immediate party platform. They talk about aligning environmental targets and strategies with the Americans so that we don't become uncompetitive as well.

The Liberal'sand NDP both talk cap and trade in their platforms, the Conservatives don't. Ignatieff and Layton have both talked about doing the cap and trade unconditionally without looking at what the American's are doing.


I know that there has been discussion with Harper on cap and trade and he has stated that he was willing to discuss it, but it would be implemented selectively, and not implemented til the American do it.

On this decision site we do see that the Conservatives wouldn't implement a cap and trade without the U.S.
