Admittedly this is not my area of expertise, but what major progress has been made? Have production volumes increased enough for economies of scale? It's just a general principle that the biggest price drops come early in the life-cycle of a technology.

There's stuff like Maglevs (which are more expensive) and more efficient noses... but for the most part the newer high speed trains are similar to the old ones.

I'm happy to be corrected if I'm wrong.
