I am having trouble deciphering what you are writing. Are you saying that your download and upload speed are slower than usual? Give an example of what your standard speeds are and what they are now. Perhaps you are being throttled? Perhaps you don't have the proper ports open on your router despite UPnP?
It doesn't matter if 85% of your torrents are nolonger sharing. 15% of your torrents can easily eat up all your bandwidth and the constant drive access and CPU processing can slow your computer down as well.
The best way to deal with this is to set an overall upstream/downstream cap for the entire program.
