For the record, I think it could have worked in Phoenix. The worst thing the franchise ever did was move to Glendale. That was beyond dumb. It's all well and good to build an NFL stadium in a sleepy suburb; football games are only once a week, usually on Sundays. But an NHL arena is different. Nobody wants to drive 30 to 45 minutes during rush hour on a Tuesday night to watch a hockey game, not even Canadians. And to those Canucks fans who live in the suburbs and make the drive to Rogers Arena for games, you can't deny the Canucks have a huge competitive advantage playing downtown. You also can't deny the drive sucks.
If downtown wasn't an option for the Coyotes, they should have spent some of their own money and built an arena in Scottsdale. There are loads of rich people in Scottsdale. There aren't in Glendale. There are loads of vacationing or retired Canadians in Scottsdale. There aren't in Glendale.
