I think its familiarity with a number. Even though its pointless as a metric, we even numbers are easier to dissect. Volume of 4 is double of 2 is double of 1.
Odd numbers like 5 are probably more "popular" numbers. 9 x 25 = ??? I don't know... but 9 quarters? $2.25, easy. Why? Because we can break down those numbers. Even when we aren't doing any calculation, like using the number as a metric.
