Understood. But, I can easily see how something like this might be blown out of proportion. This is probably what happened: This MP recieves a petition to defund Planned Parenthood. He takes it to the Cabinet minister in charge of overseeing the medical system. He agrees that it is something worth considering. Heck! He might even have thought it was a great idea and said he was going to push for it with Harper. Harper hears the idea and thinks it is reasonable but, not today. There is going to be an election after all. The Cabinet minister reports back to the MP that Harper likes the idea but, it will never pass with a minority government. The MP then answers the question in the town hall and puff we have a secret agenda.
Personally, I think if Harper gets a majority he would be smart to hold off considering defunding Planned Parenthood until 2014 when the transfer Payments are readdressed. He could defund PP at the same time as raising transfer payments to Provinces. This would appease part of his base while at the same time keeping his pledges not to open the abortion debate or interfering with how the Provinces administered health care.
