Does Green Bay have problems signing free agents? How about Oakland? Are those world class cities? Yes I know Oakland is close to San Fran and LA and San Jose but the point stands.
Is Winnipeg ideal over Montreal or New York? No. Is it all that different from Edmonton and Calgary? Hell no.
