The point is either Quebec City or Winnipeg is a better choice than Phoenix. Lets say Winnipeg stays in the black for 3 years, then they start to slip into the red and have to take from the revenue sharing pool. THey are ahead over $120 Million Dollars (3 years at a loss of $40 mill for Phoenix) and in their 4th year, there is no way they will come close to losing $40 million. I would estimate at the most $10 million.

It is clearly at better economic choice for the NHL owners. 1 less team that they have to share revenue with (at least for 3 years)

What has been lost in this conversation, is the Red Headed Step Child Atlanta. They are very close to moving as well, but no one is talking about them. There is a slight possibility that Quebec and Winnipeg have NHL teams next year.
