Robyn Regehr wouldn't embrace that role.
Some guys would rather enter a game with runners on base (or start shifts on the PK). League used to fit in that role, not sure who it is now. Camp maybe. Camp is a guy that is better suited to 1-on 1-out than starting a fresh inning.

The Panthers have no shot at making the playoffs in MLB, no team without a bullpen has a shot. If you don't have three major league arms in your bullpen then you aren't competitive and roster compisition to maximize wins is fruitless.
Speaking as a Jays fan, I'm better served with the spectacle of a closer then uber-optimized bullpen matchups.
