I have a contact who's close to their group, and they are posturing with the NHL for a "Loss Rider Window" whereby, if they experience no profits in the
peg for 5 consecutive years, it opens up a relocation window to S. Ontario.
It is my understanding that they are at the point where TNSE is now negotiating the transfer fee TNSE would pay MLSE for the territory.
Winnipeg is being used a temporary home, to get the team closer to the one market that an investor would actually want - S. Ontario.

So TNSE spent the past several years and millions of dollars building up a fan base, good will and an arena in Winnipeg, just to get an NHL team temporarily? Yeah, that makes allot of sense.
