Ya that is all well documented. There was a study in 2000 or 2001 that the government funded and when the study came back showing that marijuana does not cause cancer like cigarettes they had to change the wording to "should" and "may" cause cancer.
The unions for prison gaurds is one of the most powerful in the US. And they continue to fight for longer sentances and punishment for crimes like small marijuana possession.
