To give you an idea of the degree to which prohibitionary thinking in entrenched in the United States, the "Drug Czar" and DEA are required by law to oppose any and all legalization attempts. Further the Office of National Drug Control Policy is forbidden, again by law, to fund any study that explores the possible benefits of legalization/de-criminalization. Clearly US policy is being driven by ideology and interest groups instead of how best to reduce drug use.
