Methamphetamine production and trafficking forms a large (and growing) part of the Cartels revenue already. They also control the flow of Cocaine from SA into NA. The only drug class that they don't have a large stake in is opium/heroin. Unfortunately, as long as drugs remain illegal the incentive for criminal organizations to produce and traffic them will always exist. The value of the drug trade is so large that someone will always try to capitalize on it, no matter how harsh the penalties.
