Because those cartels would throw up their hands say oh well and stop what they're doing.
They would move to make money in other ventures like harder drugs and guns and human smuggling, and they would fight harder over those smaller markets.
I would bet that wars over marketshare for those harder edged products would be just as if not more nasty.
