Exactly. If it wasn't a planned coalition,
then what was it? The letter asked the Governor General to "consider all options" if Martin's Liberals lost the confidence of the House.
There are only two possible options in that case: dissolve parliament and call an election OR ask the other parties to form a functioning government that has the confidence of the House.
