That's pretty much how politics have worked for since democracy was invented. Harper screwed up, so now Ignatieff is promising to come in and clean up the mess. Before that, Chretien screwed up, so Harper promised to come in and clean up the mess. Before that, Mulroney screwed up, so Chretien promised to come in and clean up the mess. Before that, Trudeau screwed up, so Mulroney promised to come in and clean up the mess.
You can follow that same cycle practically all the way back to Sir John A. with very few exceptions of the occasional honest PM like Lester Pearson.
