Good luck finding them, but really the cops don't give a damn about hit and runs and will put no hours trying to find the culprit unless you have solid evidence they won't do any investigating.

That's considerable savings, mind you my truck, a 95 sonoma, costs slightly less than $700 a year, so I doubt they would be able to lower it by more than a couple hundred. It's worth about $3000.
I know quite a few cops in town and yes there is little that will be done, but they do route all the hit n runs to one guy, and they have been catching more these days. With the only evidence being a paint chip there isn't much to go on. Lucky for the OP there was a part left at the scene. That narrows it down quite a bit. Since mine happened at a drama festival where there were many out of town visitors, there is a good chance the offender isin't even around here though. I won't be holding my breath anyway.
To the OP, if a neighbor saw the color of the vehicle, they must have seen the incident, why didn't it get reported then? Odd that they wouldn't alert your friend that her vehicle had just been destroyed.
