It's the photojournalist's job to document events that happen in the world, no matter how tragic. That's what people want to see, and it's become a very competitive business. As a result, it's not surprising to see a group trying to get a shot which is obviously fodder for awards, which leads to credibility, and ultimately more work. The vulture analogy is apt, only in that they need to take advantage of death for their own survival.
