This is like what is happening in big US cities. A few decades ago, the working rich moved to the suburbs and let the inner city rot. The inner city turned into ghost towns as the suburban commuters went home and crime went up in the evenings. Homes cost more in the suburbs.

Now the working rich don't want the long commutes and have moved back to the inner city. The working poor in the inner city get priced out and move to the suburbs where it's now cheaper. The working poor are more likely to sustain to blue collar crime like grow ops and shootings ala New Brighton. The inner city with walking-friendly infrastruture with more restaurants, shopping and after workhour activities polices itself.

It's a recent, glaring stat mostly due to the working rich not wanting long commutes to work, the arts, sporting venues, restaurants etc.
