In short, slash transfer payments for health care ect to the provinces, which means the provinces go into debt to maintain services, and dipped into the EI. Amazing work.

Not to mention the huge increase of Government revenue through the introduction of a national sales tax... by a Conservative Government. If the Liberals had cut the GST, as they had promised, the picture would have been even worse.

While cutting the GST may have helped Harper get elected, it was really one of the most economically poor decisions he has ever made.
