When the old mag is expended, the bolt should lock back. When he reloads he should be simply inserting the new magazine and hitting the bolt catch on the side of the receiver.
It's like when your handgun is out of ammo. The slide locks back. You don't have to c0ck it every time you insert a new magazine.
This makes sense if he reloads when the mag is not completely emptied. If that's the case, and there is a different animation for when your mag is completely empty, that would be interesting to see.

That is such a pet peeve for me, and it even includes the movies where you see guys doing the elaberate chambering of rounds.
I've always thought that they should have the added difficulty of a misfeed or jammed round into video games where you actually have to unjam your weapon. I mean lets be honest, in these games you fire thousands of rounds through your weapon in each level. First of all its going to get hella dirty, and your going to get jams and misfires. Just like once in a while I'd like to see a dud grenade, or a bad rocket or whatever.
