According to this Wikipedia article (which is the best info I could find) the War Powers Resolution of 1973

The resolution was passed by two-thirds of Congress, overriding a presidential veto.

It seems that Obama has 60 to 90 days to get his forces out of the action. This is probably one of the reasons he doesn't want the US to lead this conflict. This was enacted because of the Korean and Viet Nam extended wars without an actual declaration of war.
