I always thought that international treaties with NATO and UN resolutions allowed the president to intervene without immediate congressional authority.

I also think that with special forces operations or intelligence operations that the president can authorize those actions as long as he consults or informs congress within a certain time period after the action is taken.

But I'm not an expert.
