Yes. Although i think the number would be much higher than that. Even if it was that low though, it's an unfair position to place them in considering the psychological impact it could have on them. If I'm not mistaken there's never a shortage of heterosexual parents looking to adopt younger children. So, if a homosexual couple is so serious about wanting to have kids let them have the older ones that are constantly passed over for the younger ones.
