When people high up are telling you that this thing will be resolved and here's how, you listen.
I still say it will be resolved and the team will stay. I think the NHL might go so far as to sell the team for $100 million less and get the parking revenue themselves if that's what it takes. Of course, that would be subject to Board of Governors approval but that might not be as hard as you think. They need this team to stay in Phoenix.
