Besides, the US has sort of forced itself into a periphery position here. Obama acting without congressional approval sort of lends itself to the idea that it's not going to be a particularly long lived involvement.

He can do a 30 day (I believe) campaign without congressional approval. Besides I believe that this is a UN deal since we are apart of UN we have to delegate some power towards the cause.
