I was responding to his "if power was an issue" comment in relation to generators. With power back, they may be able to get the heat back under control. Of course the possibility of burying the reactors exist; that option opened up the instant the pumps went down and seawater had to be introduced.
The rubble itself is, I believe, just from the building on top of the reactor. Nothing I have read to this point indicates Chernobyl levels of destruction to the primary containment casings.
