Frankly, I think they either need to tear the whole thing down and do it over again, or pick a new spot for a new stadium. If they're just gonna do a few tweaks here and there, it'll be wasted money since it wouldn't enhance the stadium much.
McMahon is seriously outdated and subpar for a city like Calgary. And with Ottawa, Winnipeg, and Regina look a new venues, while Vancouver puts finishing touches on making there's pretty sweet, Calgary is left with something less than stellar. Calgary doesn't even get a shot to host the Women's World Cup in 2015.

Unfortunately, with no government funding from any level coming in, the renovations to McMahon will have to make due. The province is bleeding money, and I guarantee any taxation from the city to pay for a new football stadium will be horribly unpopular (Calgarians like their taxes low, after all) IIRC, the Stampeders have already put in a request for McMahon to get federal funding for stadium improvements, but have been rejected, just like every other stadium request in this country.
Vancouver got upgrades to their stadium funded by the Government due to hosting the Olympics. Winnipeg got their upgrades funded by the city and province, and the Blue Bombers have to pay back $85 million+ using ticket increases.
Ottawa is improving their stadium (not building a new one) using the same process the Stampeders want to do. It seems to be the only logical way to get stadiums built in this country.
