Yes, both of my cars (2003 and 2011) both have two different settings for the high beams. Push the lever forward to turn the beams on for use on a dark highway. Pull the lever towards you to flash your beams.

I am well aware of the two different settings, that was never in question. I had simply never heard that the feature was there to warn other drivers. Perhaps that is because I don't hog the left lane, or drive to impede traffic, so I have never been "flashed". If I'm on the highway, and a car is blocking the left lane, I simply go around him on the right and carry on my merry way. I'm really not sure why that guy flipped out on me over my comment.
