What they are for vs. what people actually do with them are two completely different things.
Does anyone have a good reason to say that high-beam flashing is legal though? The law says you must dim your high beams within a certain range of another car. Why wouldn't this omit flashing them? In my experience, the law is absolute, so telling a judge "I just turned them on for a second" is IMO not a very convincing argument to get a ticket reduced. You still turned them on within range of another car.

Are you people completely illiterate?
You,
and the guy you quoted...?
I'll make this simple...
THEY DO NOT
INSTALL HIGH BEAM HEADLIGHTS IN VEHICLES "SO YOU CAN FLASH OTHER DRIVERS"...FULL STOP
THEY DO HOWEVER, PROVIDE A
MOMENTARY CONTACT SWITCH (WHICH WILL ACTIVATE THE HIGH BEAMS FOR AS LONG AS IT IS PHYSICALLY HELD BY THE DRIVER)...FULL STOP
THE FUNCTION (RAISON D'ETRE) OF THIS SWITCH`IS STATED AS BEING:
FOR USE AS A "WARNING DEVICE" TO OTHER DRIVERS...FULL STOP
Shall I go and pull the owners manual out of my glove box to provide you with a unequivocal citation on this point???
