I'm wrong in what sense? the law? Yes, obviously, but it still makes the people dicks who purposely drive the speed limit in the left lane when they know what the left lane actually means universally.
So I might be wrong when it comes to the law, but everyone and their mom knows that the left lane is used for speeding. If they don't want to be cut off or high beamed or have their bumper kissed they should stay out of the left lane.
