A long time ago, it used to be the last Sunday of April. Then, sometime during the Reagan administration, it was changed to the first Sunday of April. Then, a couple of years ago, it was moved to the second Sunday of March (and the end of DST was moved back a week from the last Sunday of October to the first Sunday of November).
It used to be pretty much six months of DST and six months of standard time. Now, it's barely 4 months of standard time.
Thankfully, with all this extra daylight, it should help the weather warm up nicely.
