Not sure on the setup of the offramp, but what are you supposed to do in that situation? Would there even be enough room to get a vehichle and ambulance through? Judging by the damage to the ambulance, it sure looks like he was trying to get out of the way. I'm not too sure how many options one would have on an off-ramp. Not to mention I'm sure the guy would be a bit confused at the fact there's lights coming up the wrong way in the first place.
