Ya man I totally feel a bit like he might be trying to run the bill up, I try to give people the benefit of the doubt but it's a huge TV and even though I'm a younger guy it might look like I have loads of cash to be taken for as a result.
I think I am going to order the part myself and install it, there are lots of guides online, am a little nervous about it but I do usually build all my own computers so I think I've talked myself into it.

Still sounds wrong, was he not just supposed to replace the component that Samsung stated was faulty in some units or did you specifically ask him to diagnose what was wrong? It would really suck if you had to pay this guy a cent. If you are good with electronics then I think you are going the right way by doing it yourself, good luck.
