Pretty much. I find it doubtful the CoG would have gone forward if the illegality of it was without doubt... Now having said that I could see them going forward if the legality of it
was with doubt (Example: They pose the question to 10 city lawyers 4 say that their legal opinion is that it's legal, 4 say it's not, 2 aren't sure).
