The falling works on a timer, it counts down as you do constant Circles/Sharp Turns until you fall then the timer resets. It also resets if you stop doing Circles/Sharp Turns for a short period.

Personally I am a HUGE fan of the falling and the broken sticks as it adds an X factor to the game and teaches people to play with a little more real hockey sense vs video game sense.
It's a nice step and increases the realism of the game to some degree, however from what I can tell it is all completely random.
