Not really the same at all. I think everyone would tell you to turn off the tank when not using your BBQ, the regulators are for adjusting the temperature mainly, not shutting off the gas.
Frost free spigots on the other hand are designed to shut off the water, even in freezing temperatures. There is no reason not to use the shut off except for if you ever spring a leak.
