Edit: OK this is how they work, a long vale stem shuts the water off inside the house and the vulnerable pipe is always M/T.

That's a good picture of one.

So as you can imagine, if this hose bibb is not installed level, or preferably with slight grade to the outside, water can be trapped between the valve seat and the outlet which can still freeze and cause problems.

However if this hose bibb is working turning off the isolation valve in the basement is redundant.

Kinda like turning off a propane BBQ, do you turn the handles on the front of the grill off and walk away? or do you turn the bottle off too? I do both, I imagine most people would.
