If I was Tsu Tina I wouldnt be selling the land, I would be leasing it to make sure the ring road keeps funding the bands future growth.
The original plan had fairly large chunk of land that still belonged to the reserve that was "inside" the ring road, and would have thousands of Calgarians driving by every day. They easily could have developed that to ensure the financail stabilty of the reserve long into the future.

The quotes from Big Plume seem to say, "come to us with a plan that requires LESS of our land." Meaning that the compensation would also be less.

We could see if they would go for it if the province came up with a plan to build up the 37th street alignment, but instead of cutting through lakeview and glamorgan to get around the corner at Glenmore/37th, they could take a nice smooth curve in the reserve land. That would take up just a small fraction of the land originally required, and could preserve every house in the city of Calgary.

They would have a whole lot less prime development land that way, but that's up to them.
