I'm not saying it's 100% non-addictive, anything can be addictive to some people. But when you look at stats that show dependancy on certain drugs like cigarettes (21% of people) alcohol (11%), Koke (7%) and Marijuana (4%). Marijuana always seems to be the lowest. Coffee (caffine) has even shown to cause more deaths and worse addictions. I'm not saying it's a perfect drug and causes no harm, I'm saying there are worse things the police and the government should be worried about.
In Canada we spend $500m in enforcing drug laws, $400m of that is spent on marijuana. There is a fight that they lost decades ago but most won't give up their stance. You see more public figures fighting for legalization so it's going in the right direction to not only save tax money but create more tax revenue.
